Electric Vehicles

The Ministry of Energy and Water Resources encourages the use of electricity driven transportaion in Israel, including electric vehicles, to facilitate change and diversity in the national fuel offering, while reducing dependence on liquid fuel, reducing air and noise pollution, and increasing energy efficiency as a result of more efficient power generation, etc.

Pursuant to Government Resolution 2580 (2007) encouraging fuel-free transport, the Ministry is moving to enact charging regulations for electric vehicles that will enable open, competitive and safe recharging of electric vehicles, that will comply with international standards, and that puts the consumer at the center. In early 2011, the Ministry published the policy highlights for the purposes of a public hearing, and a policy document was formulated according to the responses received by the Ministry.

The policy of the Ministry is based on several key principles, primarily preserving the safety of consumers and passersby during recharging. Another important principle is controlled recharging that reduces the need for expansion of the existing electric grid. Control of recharging will constitute a first activity within the framework of a smart grid and will be run by an essential service provider which is the local electricity distribution licensee.
